San Antonio's Sanitarian Services Manager Stephen Barschewski disagrees, saying "Any facility in the city of San Antonio that sells edible substances requires a food establishment permit."

So, does this mean that a store that has a candy or gum machine has to have a permit? That's what the law says. :roll:

I guess if you buy something out of a vending machine, you aren't technically buying it from the establishment where the machine is placed, so they aren't technically selling it.
