An IOU??? talk about lame. There are a lot of people who get tooth brushes.
My grand niece got a single playing card, the Jack of Clubs to be exact. Just one card. That's it.

Okay so my Top 3...
The first was a set - Toothbrush and Toothpaste that were elastic banded together
The second was several of those little red raisin packets...like okay they're healthy but they are also a kid's worst nightmare on halloween along with a bag of half cooked, unseasoned pumpkin seeds...YUCK!
And the third was a half eaten bag of plain potatoe chips...
But I gotta admit that every year (even now), I TOT at my neighbour's house and they always prepare for like 50 kids but then usually only get my sister and I so they always give us like 10 bags FULL of full sized chocolate bars and cans of Coca-Cola each

My older brother giives out whole boxes of Cracker Jack every Halloween, and he's one of the most popular guys on the block because of it.

I'm just curious but I wonder if they could hand out tooth brushes with pumpkins, ghosts and other halloween themed things on them? I know they make tooth brushes with cartoon characters on them, so maybe that would make it a fun twist?
Anyway I can't think of the absolute worse thing I've gotten, just candy I found less than desirable. Like, that chewy candy I've never been too fond of, some of which is hard and old and tastes like the wrapper. And then those black and orange wrapped candies with the peanutbutter stuff in them, they were ok, but not my favorite.
I think best stuff I got besides chocolates, was those little coupons where you got a free small burger king fries. Now that was a treat!

I remember those peanut butter nugets you're talking about. I thought they were okay, too, but I was never a huge fan of chewy peanut butter either. They also has a candy called "Snaps," which was basicaly licorice coated in a candy shell simular to M & Ms. I hated those. Of course, I couldn't stand the taste of licorice. My father, on the other hand couldn't get enough licorice. My sister and I use to buy it by the pound as gifts for him. He also loved mixed nuts.
Old Dad, god rest his soul, also use to raid our Trick or Treat bags for licorice candy in it, because he knew I couldn't stand it. My younger sister wasn't overly fond of it either.

Mcdonalds may have done them, but I know burgerking does something like that. Last year they gave out coupons for different things instead besides just fries. Like, a free apple fries, free cookie, etc. I didn't give those out for trick or treaters though, but I did share with my grandparents.
I remember the McDonald's punk'in pals though, and I wish they still did those. I actually enjoyed those. Instead of a toy, you got your meal in a cute halloween themed pal. I think they even came with halloween cookie cutters.
I absolutely cannot stand licorice candy either! Blech. I don't understand how anyone can like the stuff.
On the other hand, I'm a complete chocolaholic! I can't get enough chocolate, especially peanut butter cups and Lindt Lindor chocolate truffles (if I want something a little more high-class). As for the peanut butter cups, gotta have my reeses. I also enjoy snickers, twix and butter fingers.
As I said, I never got anything considered lame in my candy before, I guess that's fortunate.

Like I said, my father was an absolute sucker for licorice. He could eat it by the pound, sort of the way I like chocolate. My favorite is Hershey's special dark, or semi sweet. I've even eaten Bakers semi sweet. But I don't give that out for Halloween becasue most kids don't go for that.

I really Dove ice cream bars. They use semisweet chocolate to coat the ice cream.

Those are tastey, but a bit chintsy, and you pay the same ammount of money for a good sized ice cream bar or ice cream sanwich.

I'm a complete sucker for the Reeses Peanutbutter Cups and Butterfingers I would get so many every halloween and would dive right into them....one halloween I ate ALL my chocolate in under 2 hours and...well...let's just say that's not the best idea and will never do that again haha
