You've got to wonder "what happened in the past to make the Norfolk law enforcement feel that this action was necessary?" I mean really??? You're going to give a 13 year old a misdemeanor because they love Halloween and want free candy? BS!

Sorru to put it so bluntly, but that is a HORSES A$$ LAW!!! A lot fo town have time limits, but to prohibit ToT after the age of 12 is just plain stupid.

I wouldn't judge another towns actions before getting all of the facts.

I realize I don't have all the "facts," but there's no way you are going to convince me that there can be any legitimate reason or excuse to deprive a 13 year old of the most beloved Halloween tradition among children. If this rediculous law was enacted to curb vandlism, then they just shot themselvs in the foot. Those teenagers who are no longer allowed to ToT are going to be engaging in other "traditional" activities. Activities that involve hair remover, shaving cream, toilet paper and other general 'tom-foolery.'
