I haven't done that in years, but I did buy a couple of new cookie cutters last week, so I may be doing something. More likely, I will use them to make Halloween-themed sandwiches for my kids' school lunches. (These are big cookie cutters, almost the size of a slice of bread.)
Basically, to make Halloween cookies, you just need a basic sugar cookie recipe and some cookie cutters shaped in seasonal ways.

Some years I buy a tube fo that pre-mixed chocolate chip cookie dough and bake them up accordign to the instructions, but I don't make any special ghost shaped or pumpkin shaped cookies.

There are years when I have bought those pre-made cookies with Halloween designs in them and made them for after-school snacks. They are basic sugar cookies, very easy, and my kids like them. I can't recall if they are Pillsbury or some other company. They come on little cardboard trays and have to be baked at home in 18 or 20 minutes. They expand as they cook.

One year my sister in-law picked up a larg package of Halloween M & Ms, and a tube of Pillsberry cookie dough and made Halloween cookies using the dough and mixing in the orange and very dark brown M & Ms. They came out pretty good, and they had a freshly baked taste to them.

I would love to get Lilly Munster's recipe for Spider Cookies (narf narf)
On a serious note, I do plan to bake up a batch of the Halloween M&M cookies for the little ones when they come over for the Hot Dog Roast in the living room fire place, but I will be using the Pillsberry pre mixed dough that comes in the tube, and mixing int he M&Ms. If all else fails, I'll just hand out the M & Ms to my nephew for a later time.

I made Snikerdoodles, but rolled them in cinnamon and orange sugar to make them Halloweenish.

I just baked up a batch of Nestles Toll House cookies, and added orange sugar to them for effect. The little ones loved them.
