Plenty of tutorials on distressing. Plenty of places online where you can buy Victorian or Vintage clothing of all kinds... or even buy distressed or steampunk items. (Have you tried googling "steampunk and Etsy"?) ... and you can re-design so you don't have to weld-- what are you making anyway a giant, working steam tank?! There are plenty of ways to make "steamy" costumes without welding. HCC Cosplay did some Bioshock costumes and they didn't weld at all to make 'em.... used a lot of spray foam and that dense core foam and paint to distress, though!

C'mon. Think smaller and more budget-oriented. It might help me provide ideas if you posted a sketch of your costume.... or tried to describe it... but if you want to keep it secret, you're on your own!

I hate having to think small. I want to go all out. In reality if I don't start now I will never get it done. I have to find a way to rig a portable power supply safely.
