I don't think it would be hard. If you want I could give it a try to make custom ones in Photoshop. o.o They'd just have to be uploaded somewhere and be a certain size/file type I'd imagine.

These tags are used depending on how the admins set up the forums. For example, on these forums you just have to type "" (without quotes) and when you submit your reply, it will interpret that tag and post the emoticon for you. I agree that we should have Halloween related smilies. I keep a small collection of jack-o-lantern emoticons on my web server that I found many moons ago. I'll see if I can dig up where I found them. Below are some examples of what I have:
