Well - I am going to guess that you have basically nothing to start with - but, to avoid wasting money - you really need to decide what kind of theme you are looking for - with teens - you may want to be more gore than traditional scare, teens are weird like that (I have 4 kids of my own - I am allowed to say things like that

You can actually do a lot even on a tight budget - you just have to be willing to put in the time and let your imagination run wild...
I would start with the basics - skeletons the plastic Bucky's are very inexpensive.
Go to Michaels and they have neat little light effects that you can put up on trees and some of them actually have music with them. Go to Michaels.com - sign up for their newsletter - they send you coupons in your email - same with A C Moore...
If you need a head - go to your local Sally's beauty supply - you can get a wig form for a couple of dollars (I spent less than 5) painted it green - cut out the eye holes - popped in some fake eyes - attached it to a T-Form - added some clothes , a hat that had hair attached to it- I had my first witch.
