As creepy as it looks, I doubt that any real predator is going to be driving around in something so obvious as a van with a huge sign "Free Candy" on it. It's most likely that some prankster saw an old beat-up van, and thought it funny to spray paint that sign on it as a joke.
It is very creep looking, though and it is very good advice that no child should ever talk to strangers or approach any vehicle if they are called over to it by some one they don't know. But sadly, predators don't label themselvs so obviously.
