You have to pay firefighters for saving your house? I've never heard of this. Doesn't the state pay them?

this was in the news recently, a man and his wife didnt pay the local FD their "fire protection" fees ($75) and when their house caught on fire the FD didnt try to put it out because they hadnt paid their fee and they just watched it burn down along with the peoples dog and two cats....
