Since most people don't really know history, i don't see those being very popular. Not that I disagree with the sentiment though.

It's not as much the sexy costumes that are the problem. There are two problems as far as I see.
1) If you're over 8 or so it is really hard to find a costume that isn't either sexyed(that's not a word but it works) or looks like a potatoe sack. It makes finding costumes for my wife to wear to work difficult(she's a school librarian)
2) The costumes that they are making sexy. Zombies are not sexy. Period. Even that I can say hey if you want to try have at it however costumes like Big Bird should NEVER EVER be made sexy yet they exist and it makes me sick.

I love every one of those costumes and would be happy to wear them at some point. It's a great way to promote women's history, too, which I think might be very useful for a school librarian.
I think women are always free to construct whatever type of costume they like at Halloween. Many of those available for sale to women are indeed, provocative, but not all of them. For example, my daughter (16) bought a 1950s'-style poodle skirt ensemble, which was very cute but not the least provocative. And everyone knew instantly what she was portraying. When I was invited to a costume party in grad school, I went as Dorothy from the Wizard of Oz. As an adult, I have seldom tried to purchase a costume, but I have contrived things from my own wardrobe. Over the decades I have done many variants on the witch, who can be either a seductive enchantress or a crone. I was Elphaba from Wicked one year. I have gone for Day of the Dead as well as various types of ghosts. None of these archetypes needs to be too revealing.
